Can this confirm recall completion status?

Can Parts & Recalls pull DMV, MVC, title, registration, or prior-owner records directly?

No. Ownership, registration, title, and prior-owner records are restricted by privacy laws. The recovery packet helps prepare the correct state request path, but it does not pull private DMV/MVC records.

Do I need VIN, plate, year, make, and model to view a state packet?
